      He was educated in Ontario schools and worked as an office manager of a Sw ift Canadian packing plant at Hanover, ON, CAN for two years previous to c oming to the USA on 24 May 1939 to take over an aunts hardware store in Ya le, MI. Howard was elected Yale, Saint Clair, MI, 1945-1957, 1958-1966, 1 966-1971. Howard was a Saint Clair Tax Allocation Board member in Yale, S aint Clair, MI 1972-1977. Howard also belonged to the Black River Count ry Club, The Elks in Port Huron, was a Master Mason in Brockway Lod ge in Yale, a Knight Templor in Lexington Commandy 32nd Degree Mason, a nd a Shriner. He was active in anything good for the town/city of Yale; C ommunity Chest, Red Cross, recreation for kids, Yale park. He also enjoy ed golfing.
